Openchip is a Barcelona-based chip designer building high-performance, energy-efficient chips for AI and HPC workloads. In June 2026 Spain's state investment vehicle SETT backed it with €115 million, bringing the government directly into its shareholder base — a small-scale preview of what Chips Act 2.0 aims to standardise across the EU: state capital going into design houses, not just fabs, years before chips reach volume production.
