Temu is the online marketplace owned by PDD Holdings, launched in 2022 and fined EUR 200 million by the European Commission in May 2026 for failing to assess the risk of illegal products under the Digital Services Act. On 26 October 2026 the Commission accepted its action plan, which requires it to analyse how its recommender systems may amplify illegal listings and to submit to an independent audit.
